Sorry, I meant to reply to the other guys post. It is no different that if you were on the moon looking at the earth. It only looks bright because it is lit by the sun.
We don't always vote on 11/3. We vote on the first Tuesday after Nov 1. That can range anywhere from 11/2 to 11/8. If Nov 1 landed on a Tuesday then it would be 11/8 when we voted.
