The tape test was designed in the late-80s to allow units to perform body composition testing at the local level without sending the "overweight" soldier to the hospital, as was done before. Previous methods (the pinch test and "weighing in water") were arguably more accurate, but required professional assistance.
The Tape Test measured one's neck size and compared it to one's belly/waist size (for males) and belly and hip sizes for females. The ratio gave an approximation of the soldier's body fat percentage.

We had something similar in Marines but it was measuring circumference of our penis to gauge whether it would fit in the barrel holes that sailers manned
I always thought it was to make sure their head would still fit the jar.
