Good press conference. The 14 year old who got shot had burned down her previous foster home. Shame on the state for subjecting that 12 year old to the influence of that 14 year old.

the really bad kids don’t get locked up like they should, and they drag the entire community down. In the hood, the really bad kids absolutely terrorize the other ones. Every day. Which forces good kids to join gangs to survive. Then they get dragged down.
