14.5" barrel

So a question for some experts, I recently bought a 14.5" noveske Afghan barrel and I'm looking to try and tackle pinning and welding a break to it. I've never done this before and don't want to ruin my nice barrel, anyway my question is how hard is this to do and what tools am I going to need? Also if you think I should just bring it to a shop and let them do this and if so who would you recommend close to the Woodstock area?
 
A steady hand, a sharp drill bit and a drill stop so you do not go into the barrel.

A welder is nice, but you can DC weld with 3 car batteries. Just need a small coated rod.
 
I’ve started doing mine at work. If the muzzle device isn’t already predrilled I go ahead and drill it for my pin, then index it. Drill into the barrel .030” and clean it up with an endmill bit. I usually use the tip of an old punch cut to length with an additional 1/16th added, drop it in and tig it using the exposed extra bit of the punch as filler.
