My son is going thru this very same thing with his 2000 Toyota Corolla. Replaced everything but the computer...runs great but won't pass cause the gel won't stay off.

Lean is usually a vac leak

Only use throttle body cleaner on the TB
It has a coating on the blades that the wrong cleaner will strip off

I cleared the codes. Just running it through a drive cycle or two. I have it hooked up to a OBD II Dongle and a old android - My buddy who is a tuner let me borro the set up. I have 6 of 8 tests in the green.. Just need 2 more. Then good to go. Check engine light is off.
