It doesn't just happen in high fence areas.I saw it one year while hunting in North Dakota in the wild.

One would think high fence deer herds would not stand much of a chance penned in with the likelihood of infecting all the animals therein.
The only good thing to that is that they can't run off and infect deer herds in the natural wild.

I'm hoping it was not sabotage.

I guess you also have a problem with breeding cattle? hogs? chickens? turkeys? goats? bison? mules? horses? Dogs? How about fish hatcherys ?
Pandas? Elephants and rhinos?

What's your problem with deer farming/ management and why does it seem to offend you?

Except it happens all time as they interact at the fence line. Double fencing helps, but invariably, fences fail.
