So I recently picked up a handful of steel mags and these things are super tight compared to the polymer mags I have. It looks like the reinforcement pieces for the receiver inside the magazine well are my issue. Is this a fairly common issue? Can it be remedied with some Emory cloth and some patience? I'm not against sending it to someone to look at either.

If the width is too wide - yes try smoothing out the finish some.
If the mag does not catch on the back - carefully file the lug to make it work.
Arsenals were designed for plastic mags. Different thickness stacking compared to ones designed for metal mags.

If it locks in the front ok - do some file fitting on the bottom of the rear lug - not the top. If you file the top the mag may seat up too far. You can see this if you remove the bolt carrier and look down as you put the mag in. Do not file the latch.

.
Do the steel mags have an OAK LEAF stamped on the side (Croatian mags)

????????????????????????????????????????????////????????????????????????????????????????????

I don't believe so. The mags I purchased were advertised as being Bulgarian and Polish mags.
