a lot of times they do that. the 770" are long action and available in short action calibers... seems like the Marines did something similar with their m24 snipers.. they used a long action for 7.62x51 but they could rechamber into 7.62x63. build one solid action and chamber it how you want.. kinda like a trailer...on a car trailer you can carry a 5 gallon bucket. but you cant put a car on a 5 gallon bucket trailer...Doesn't make sense to use the 110 action chambered in .308 to make a lightweight rifle. I believe you are correct from what I find on Google. I think Remington did the same thing with the model 7400. I have one in 270 but the same length action will also accept a magazine with a rear partition so the rifle can be used with short action cartridges if it has the proper barrel chamber. I have a 7400 SA magazine I’m about to send to Gun parts corp, to see what they’ll give me for it.
