I bet it is 2 things; low margin and low price on shelf. At 4 cents per round retail margins blow, hence modest production. At $15-ish per unit it is easy to buy up that supply. It is the same false scarcity that drives any collectible. It runs its course in time.

Too bad there is no 7.62x54r Mauser/ remington 700s floating around cheap. It is fun to shoot cheap steel cased ammo.
