Another what is it tool...

Found this in a collection of wood shop tools, but there were also some metalworking as well as some auto body repair tools. It looks very intact.
The teeth rotate the separately from the washers they are replaceable and Away hardened steel. Kind of looks like a chain puller but another guess was some kind of sharpener...
I think this one it probably recognizable to someone on here

The red-handled one I forget exactly what it's called he used to True up a stone grinder wheel if it gets rounded off you need to flatten it again you run that across it while it's running
