I am with the OP. A simple No, is easy. I guess they may be one of those kind of control freaks that leave you hanging so they can feel more important, like they are in control. Or maybe they are just being rude.

No explanation need. If you don't like the offer and do not have a counter, a simple no, or no thanks is quite easy. And I may come back with a better offer if you didn't accept the first one.
