Arisaka No Mum. Anybody got a clue?

I inherited this gun many years ago and it’s just been in a corner collecting dust. Pulled out today to look it over and figure out what it was. After a lot of googling I can’t seem to find one that did not have a MUM (had no idea what that meant until today lol) on it. Any info greatly appreciated!

Yea I read about the grinding. I know for a fact my uncle did not refinish it. Maybe it was done before he got it. The finish looks original to me and I have held under light with magnifying glass and can’t see any evidence. And the rest of rifle looks the same. It’s rough even the forestock was cut(didn’t know that until today either). If anyone that knows these and could tell for sure it had been refinished I would love to let them look at it and school me on it.
 
Do you have any pics of the bolt? If I'm right, you'll be missing some locking lugs.

ETA: It's a training rifle, not designed to fire live rounds, hence the missing mum. It was never proofed. I wouldn't shoot it.

I watched a video recently that went over "no mum" Arisaka's briefly; can't remember whose. I seem to remember a Mexican contract that never had a mum.
