They are most likely talking about stings where they had a felon CI buy a gun from a flea market/gun show salesman while admitting on tape that they were a felon. So you could get the flea market seller on those few sales but not every sale he made because there would be no way to prosecute everything, nor would they spend the money to do so.

I'm sure you are right but it just bothers me the way the word it in the guidelines

Because they were bought with the sole
Purpose of resale for profit. At least that was the context.

Point is NOTHING has changed. He only said enforce existing laws.
