The NFA never mentions how anything gets used. It only sticks to precise mechanical definitions.

There was never any mention of 'rate of fire' in the bump stock rule. That's what was in the canned legislation that passed in a few states (looking at you FL) but never got put on the table nationally.
The whole rule change about bump stocks was that they were operated by recoil.
Not that that fits NFA/GCA either, but it had nothing to do directly with limiting rate of fire.
