Certainly not in this sort of way.

Once you open up stuff like “rate of fire” to interpretation vs the previous precise mechanical definition, you open the door to the way all sorts of things are used.

The NFA never mentions how anything gets used. It only sticks to precise mechanical definitions.

There was never any mention of 'rate of fire' in the bump stock rule. That's what was in the canned legislation that passed in a few states (looking at you FL) but never got put on the table nationally.

The whole rule change about bump stocks was that they were operated by recoil.

Not that that fits NFA/GCA either, but it had nothing to do directly with limiting rate of fire.

Yes, but it totally messes with the distinction between semi and fully automatic....

The trigger finger still makes one action, resulting in one round being fired-with a bump stock.

The firearm is no more 'operated by' recoil than a shoe is operated by a foot.

Dumb Orange Tard opened up a can of worms that should have damned well remained sealed tight.
