Waited over a year for my first form 4 stamp, have gotten eform 1's in as little as two weeks.
My understanding is that with Covid part of the reason paper forms slowed down so much is that ATF examiners were working from home. So they would have to grab a stack of forms to bring home to process and that was the main bottleneck that moving to eform 4's has solved. From what I've seen 90 days is about the average for those right now.
From the NFA tracking thread on reddit there's definitely some number padding going on at the ATF. Every so often ya see ridiculously short paper form 4 wait times, like a September approval when it looks like they're still getting through April forms. Either examiners are grabbing whatever or they're trying to bring down the average wait time in their metrics.
