Do they allow baiting so that the population can be reduced more than if you don't allow baiting? So some years there is an overpopulation so they allow baiting but not in other years?

It still won't be allowed in the "Northern Zone". DNR is just moving the DIVIDING LINE all the way to the Chattahoochee Nat. Forest.
