I picked these up off the road. Full box, some of the material surrounding the metal is coming off. All the box says in good for any angle and 45-80 amps.
I live near Shallowford Rd and 85 N, two exits inside the Perimeter or I work in Norcross M, W and Th near Peachtree Industrial Blvd and Holcomb Bridge Rd.
Let me know and I will bring them with me.

good thought to help someone out

looks like they got wet, if so no amount of drying will help to restore them
    throw them away

Yes and no. While they're useless for any more stick welding. They could be used for filler material (After removing what's left of the flux) during a pass if you're needing to bridge a large gap. But that's about it.

If you're blowing holes in the material, additional filler rod isn't the problem. Should have mentioned this isn't something you'd do on a critical joint.

Do you still have the welding rods? My son-in-law welds and I believe he is a job in the area. I'll check with him when he gets home tonight and get back to you. Thanks. Art.
