Banned …….Permanently

I’ve noticed lately that some members who have been here several years to be banned permanently. Why is this and what constitutes a permanent ban? I thought this was a place where people could go not only to buy/sell guns but to speak their mind, am I wrong or do we have thought police on here?
I meant to put this in the pasture but maybe it’s appropriate here
