Bcm complete lower

My apologies, but Ive always been under the impression that if it comes with a stock on it....its registered as a rifle no?

Or is it simply down to what the FFL transfers it as (in regard to pistol, rifle or other)
 
Unless the FFL completes the build into something that meets an atf definition, it's just other. It can't be a pistol or a rifle because it has no barrel. It is a firearm however, just an other until completed. They call them rifle and pistol lowers in the sales ads, but until it's complete, it's neither one. It's more of customary thing I think. A lower, having never been attached to an upper, with a rifle stock would customarily be built into a rifle, same as a lower with a pistol buffer or pistol brace would be built into a pistol.
