Bermuda grass questions

I water every other day, mow once a week at about 3 inches high, and used lesco fertilizer. Why are some areas not filling in, why some areas not green, and why do I have dollar spots?
 
throw some sand on the bare spots or put a piece of sod on top of it. I usually go to the nursery and buy sod and then cut it into quarters to fill in the bare spots. There are dollar weeds on the moon if that is what you're referring to and there are certain sprays you can use that will not kill the Bermuda. Just make sure to check the label or ask.
 
I say dollar spots as it's some sort of fungus. They are not everywhere but I could connect the dots and see if there is a hidden picture! The whole yard was leveled with sand earlier this year, so there is some grass growing but not very thick nor very tall.

With this heat, not possible.

I tend to agree. I have a rain gauge and it can downpour for 30 minutes straight and will only measure maybe 1/4-1/2". Consider that when you water it's getting nowhere near this and Bermuda needs an inch of rain a week ideally. It's probably not watering enough. You're also not supposed to take more than 1/3 of the blade height off when you cut. So, if it's getting tall and you only mow once a week you're basically scalping it. Rotary mowers do nothing but tear the grass anyway as well.
