Best PCC?

Banshee is probably the most well thought out design internally. The MPX is an awesome smooth shooter but buy one made from Jan 2017 forward to get flawless reliability. The CZ scorpion is an absolute workhorse but the heavy bolt slap makes them slower to track. Don't go super cheap or you'll regret it.
 
I'm 100% in the Banshee camp. I bought a bolt and barrel kit back when there wasn't a huge backlog and built one with a VLTOR PCC upper. I've since redone the lower with a Maxim PDW brace to make it as compact as possible. It is the smoothest shooting 9mm PDW I've shot. Next project is to build a second lower with a VLTOR A5 tube and see if I can't get it to rival an MP5 in lack of recoil.

For bugout, I would get a 10mm Mechtech, cut the barrel down to your length of choice, put a P80 or OEM G lower and folding brace on it. Pair it with a G20 and you have caliber, mag and lower parts interchangeability.

If you just want to shoot cheap, get one of the plethora of 9mm PCC's out there and jazz it up however you like.
 
I enjoyed my vector tbh. Ik it's a bit of a dark horse but the recoil control, ergonomics, and reliability to me is what's really stood out to me. Glock compatibility, compact packaging, and the wow factor are definitely what caught my attention when I first got it, just wish they're accessories were easier to get a hold of at times
