Official notification regarding weapons on UNG campuses

Greetings,

The Department of Public Safety has received numerous questions regarding legislation regarding weapons on campus and whether or not the new legislation allows the carry of weapons with a weapons carry license. On May 29, Georgia's Attorney General issued an opinion clarifying new laws regarding weapons in school safety zones. Please be aware that carrying weapons within a school safety zone is prohibited, except that those who have a weapons carry license may have a weapon when they are parked in or traveling through a school safety zone, such as when they are dropping off or picking up a student. UNG's school safety zone includes all buildings and facilities, including residence halls, athletic and recreational facilities, on our four campuses. UNG Public Safety officers will enforce this law, just as we do any law, in an effort to keep the peace within and around our University.
For more information, please see UNG News or the Attorney General's website.

If you have any questions or concerns, please feel free to call or email me directly.

Sincerely,
Justin Gaines

Important to note, but the AG doesn't have the final say on this. It will be determined in the courts. As much as I'd like to see it litigated, I don't plan to be the test case.

If I am reading this correctly, did he state a GWL holder would clearly be exempt and allowed to travel through all of the school safety zone as identified including all buildings, without hassle?

Sounds like they won't hassle you for having it on you or in your car when you pass thru to drop your kids off but carrying all over the premises is a no go

Interesting that they say the "carries or picks up a student" exception only applies to GWL holders.

Based on the actual wording of the law, in the exceptions currently found at 16-11-129(c)(7) and (c)(8), it seems that there should also be an exception for unlicensed (but law-abiding) adults over 21 who have a weapon in a locked container or compartment of their vehicle when they are dropping-off or picking-up students at schools, or school buses, or when that adult over 21 with that secured gun in a compartment of that vehicle brings any person to any school-authorized activity.

Read the actual wording of the law here in this PDF document of the current (from 2010 to June 30, 2014) school zone weapons law:
https://www.police.uga.edu/documents/O.C.G.A_16-11-127.1.pdf

AG opinions do not have the force of law; however, they are binding upon state agencies. Police departments that are part of the University System of Georgia are indeed state agencies

Please keep that in mind and understand that Chief Gaines is simply trying to answer questions based upon what the AG is telling state agencies.
