He was already getting heat from the Left that he hadn't lived up to his gun control promises. Remember how Beto was supposed to be his 'gun czar' and take everyone's AR-15s and AK-47s? The gun control industry sure does, and they want him to deliver something.

He'll never get anything through Congress unless there is another Vegas-sized shooting by a white male, but he can do rule changes and EOs, which is what he's doing here.

This is to give the Dems a talking point during the primaries, and to clean up some dirty laundry the ATF has in it's basket.

They know 80% guns aren't a real problem, but buried in that rule is a little addendum that makes the issue they are facing in court about the AR lower being the serialized part when it doesn't meet the legal definition from GCA 68 just go away.

They also added the rule that makes sure FFLs don't destroy 4478s since technically they only need to be kept for 25 years, and that's about to come due.

If they can stomp on P80 and others, so much the better, but that's their #1 and #2 priority with that rule change.
