and @kdonnel I deal with this everyday and I forget this is not all well understood. If using your phone, tablet, or laptop on an open network anywhere you need to assume it is being monitored, probably filtered, and possibly captured or analyzed.
NEVER do important banking or access credit card accounts on an open network. Open = any wifi away from home.
option= If you are mobile, you turn off wifi and use the 3G/4G data while you do this.
Best option = use a private VPN when away from home. Then you can be on wifi or carrier network. This is an encrypted virtual pipe between you and the VPN provider. This will get you past most content filters and monitoring because your traffic is encrypted to the VPN host. You could even use it at work if connecting a personal device like your phone.
For VPN options, there are a bunch. Some are even free but they will be slower and/or limited use. A few guys I work with review stuff like this and write the reviews you see in PC Mag and online. Check the reviews.
I am mobile often so I opted for an inexpensive one that is highly rated - Proton VPN. I can use it on the laptop or phone.
Try explaining that to any liberal, your head will explode before they'll understand.

My first job in tech was working with enterprise content filtering solutions like the one that blocked OP web traffic.
While VPN is a good idea and your best bet while on their network (I use Private Internet Access at home), the filter can block VPN client applications and firewall can block VPN ports ... if the IT department is sophisticated enough. If they just started implementing content filtering policies chances are they are probably not there yet.
If they are blocking VPNs ... Try multiple VPNs (Open VPN is actually one of the best for getting around stuff) and use browser-based VPNs over VPN applications.
Or just increase your data plan on your phone.
