Went out to put some air in my tire and noticed all of these tiny bugs. They fly too. Are they a bigger bug just in a different stage?

LOL! Nah they aren't bed bugs and I dont think they are poisonous. I catch one flying and squished him with my fingers and he was juicy though to be so little.

The albino ones (which is what you have) are even more dangerous, they homogenize (no homo ) blood into the clear juice you saw, making them super covert, and stealthy...

probably a tire eating aphid...

That's a Rubber Aphid. You need to spray insecticide on your tires, as they have an insatiable appetite. Those little ribs are easier for them to get their teeth on.

Ah ok. Yea they might be aphids. I'll check my bushes and plants to see if they are on there. I only saw them on my tires.

I see it says PRESS are those the bugs your talking about? If so they are toxic.
