I want to ship a 1912 pistol to a friend out of state to get blued. How can I ship?

Private shipping must be done by overnight air, very expensive.

If your friend has an FFL, you can ship directly to him to have the work done. If not, it becomes more complicated. If he does not have an FFL, you will need to send to an FFL close to your friend. Your friend will then have to complete the necessary procedures, required by the state he lives in, to get the pistol. Once he finishes the bluing job, he will have to return it to your FFL and you will have to do the same. The only other thing you MAY be able to do is send it to a family member near your friend. Once the job is done your family member can ship it back to you.

My suggestion, if he does not have an FFL, get the bluing done locally.

Refinishing guns for profit is engaging in the business of firearms gunsmithing.
An FFL is required.
But with an FFL holding gunsmith, you can ship your firearm direct to the gunsmith.

If you want “a friend” who doesn’t have an FFL to refinish the gun, you need to transfer it to him THROUGH an FFL in his state. Even if the transfer is temporary and you expect to get the gun back.
