Yeah, you can sell NFA items between two Georgia residents.
I have bought, and sold, machine guns this way, on Form 4s, without any Class 3 SOT or FFL involved.
Both times, the selller kept the gun (at least the serial-numbered frame and the unique fire-control parts) during the several months that ATF processed the paperwork.
When I was the seller, I let the buyer take the other parts of the gun, and all my mags and accessories for it, as soon as we had a deal and he paid the money. That way, he could be pretty confident that I wouldn't be shooting it or trying to sell it to somebody else during that period. I was just holding it for him.
(And yes, before anybody asks, we did a B.O.S. !!! )
