my permit costed me between $60 and $75 in 2012 took about one month to get it
Carrying concealed is a privledge not a right it's your right to keep and bear arms
"Bear" as used in the Second Amendment means to be equipped or furnished with an object. That object being a gun. So the right to be equipped with a gun is in fact a right. And the Georgia weapons license merely deals with carrying (or being equipped with) a gun...period. Whether concealed or not. So yes, we are be charged a fee to exercise a right.
Is it also your interpretation of the constitution that your 1st amendment right to free speech or to exercise your religious beliefs are limited to while in your home? How about the 4th amendment right to be free from unreasonable searches? Only in the home?
Lastly, the highest level court case to date on the issue has in fact ruled that a state prohibition on "concealed" carry violates established 2nd amendment rights.

The Supreme Court has not ruled on the issue and likely never will because Illinois was the only state that did not allow conceal carry. Therefore the issue will likely never reach the Supreme Court.
However, given the trend of the Supreme Court in Heller and McDonald, both of which were very pro second amendment, I have no doubt they would have reached the same conclusion as the 7th circuit in the Illinois case.
So yes. We are being charged a fee to exercise a right.
