So according to the new rule, effective today these are SBRs and illegal to transfer w/o NFA paperwork.

Stay away if you're smart. At the very least you will lose whatever you pay them.
So what if you shipped these to an FFL that's not an SOT? Are they operating outside the scope of their license? Also, do you have to be an 07 FFL to change the classification of these from pistols to SBRs?

Are these gonna require a form 3 before shipping? What a crap show.

First of all, I was wrong about the effective date. As of now it still hasn't been published.

From what the rule says the FFL has to 'dispose' of it, probably by returning it to the mfg (who probably is a SOT) at a guess. They can't transfer it to a non-FFL holder at all once (if) it takes effect.
