Concealed carry legal in Georgia without permit?

My permits due for renewal next month, I'm going to air on the side of safety, renew it and see what happens in the state and country over the next five years
You still need your permit if you want to carry in other states. Constitutional carry only applies to the state you reside in, so traveling to TN, AL, etc. does require a permit. Needless to say I will be renewing mine.

Look at how much money the state makes just on permits. I guess at least half of permit holders won't renew

You are kidding yourself if you believe the state makes money on anything. Between the database, the equipment, and the bureaucracy of it all, it probably costs the state ten times to run the GWL program as what it brings in.

No, if the state also has CC and is written the same way GA's is, all you need to be is legal to own a gun.

That being said... Some state's 'Constitutional Carry' has strange restrictions on it (looking at you AGAIN Texas).

It's no different than carrying with a permit. You need to be sure of the laws affecting how you carry in that state.

You sure? This is what the law states.
(2.1) 'Lawful weapons carrier' means any person who is not prohibited by law from
possessing a weapon or long gun, any person who is licensed pursuant to Code Section 16-11-129, or any person licensed to carry a weapon in any other state whose laws recognize and give effect to a license issued pursuant to this part.

While Section 16-11-129 doesn't mention 'resident' why would they add the language in bold?
Could/can a non resident obtain a GWL? (I have no idea).

There is no argument. I made the first statement based on current law. After reading the new language directly from SB 319 I changed my opinion.
This is a copy and paste directly from SB319. If this is how the law will read once signed into law then I am in agreement that 18 year olds will be able to lawfully carry in public.

And that was a screw up (it happens). If they meant it to apply to the bolded language on it's own as stated ('possessing'), there would be no reason for the other language as those groups are subsets of "any person who is not prohibited". The law was not meant to allow an 18 year old to conceal carry. It was simply designed to eliminate the permission slip.
