Concealed carry legal in Georgia without permit?

If they meant it to apply to the bolded language on it's own as stated ('possessing'), there would be no reason for the other language as those groups are subsets of "any person who is not prohibited". The law was not meant to allow an 18 year old to conceal carry. It was simply designed to eliminate the permission slip.
FWIW, I emailed the sponsoring Rep for clarification. We'll see if he answers.

I agree that it was probably a screw up and will likely be revisited. As it stands right now though, I believe an 18 Year old can carry. I did notice that Kemp stated during his signing ceremony that now your sons and daughters will not have to worry about a permission slip. Made me wonder if it was intentional.
 
No, if the state also has CC and is written the same way GA's is, all you need to be is legal to own a gun.

That being said... Some state's 'Constitutional Carry' has strange restrictions on it (looking at you AGAIN Texas).

It's no different than carrying with a permit. You need to be sure of the laws affecting how you carry in that state.
Kemp also signed House Bill 218, allowing anyone who is licensed to carry in another state to also carry in Georgia.

He had previously brought up the fact his one daughter was carrying at the ceremony. I don't think it was commentary about under 21, but who knows.

“SB 319 makes sure that law-abiding Georgians, including our daughters and your family, too, can protect themselves without having to have permission from your state government,” Kemp said. “The Constitution of the United States gives us that right.”

i think you are correct, which WILL create problems for someone 18-21 who carries a handgun to another state.

I would like to believe that they would have enough sense to know that gun laws in GA are not the same as in other states but then I am quite often disappointed when I think those sorts of things.
 
A permit is still very useful since it gets you out of waiting for the NICS check when you buy a gun. It's also still going to be required in a lot of states outside GA.

I plan on keeping mine current, but it's nice not to have to worry about keeping it on me every time I carry like the current law requires.
Since Constitution Carry has passed, is the state even issuing any more licenses? Seems irrelevant. Once your carry license expires, then what?

Permits are and will still be an option if anyone wants one. They are no longer required to carry in GA.

Everyone will still be able to get one to show the officer at traffic stops to feel like good pets.

On a more serious note, they're still useful for out of state carry and skipping the background check at an FFL.
