I am surprised it would be nothing.
Seems to me it could cause issues like binding or sticking by changing tolerances or clearances with moving parts.

Not if you do it right.

It depends on the buyer though. I wouldn’t pay as much for a rattle canned gun not because I care about the paint, but because I can’t see what the condition is underneath. It depends on the buyer.

For me personally, devalued by the cost of getting it professionally cerakoted. I think you could get a solid pro job on it for $200-300 so I'd discount the value by that amount.
