Yes. If it is demilled. Just cant be reassembled with a full auto capable receiver.

Does the receiver have to be cut, or are just welded internals acceptable?

Sounds like you are looking at a demilled dummy/prop gun. A parts kit that is demilled has the receiver cut in a way that it can't be re-used except for parts that haven't been cut. A dummy display often has the barrel welded so no cartridge can enter the chamber..
