Do Unicorns really exist....maybe???

Ok all I am in unchartered waters here and am turning to my ODT family for some AK wisdom. Dear friend of mine has the following rifle that he wants to move but only knows a little bit about it. He asked me and I admittedly said I am not familiar with the AK platform but have a whole family of individuals that know way more about these things than I, thus I turn to you all for your wealth of knowledge and expertise. I have tried to research this but have not come up with much. Hopefully, someone on here can share a bit of info and I can pass it along. He is primarily wanting to know more about it, and if so, what a reasonable value is. This is the info he passed along and I hope this will give us a good starting place. All info is appreciated!

“Pre-ban AK-47S National Match that was imported by Keng Firearms Specialties as 1 of 3000. This one is serial #NM47-02975. It is a Poly Tech, made in China, semi auto in 7.62x39. Has a fixed Chinese 4 power with military mount, threaded barrel, milled receiver, and the original wood hardware. He bought it used years and years ago, put 100 rounds through it, and stuck it in the safe. Has 30 round Chinese mag and standard 10 rounder. “

That is about all the info he gave me. Interestingly enough the model # looks like there is another “7” in there, but it is hard to see due to the scope mount. Pics are included below. Again any information would be much appreciated all! If there are questions or additional info needed that will help solve the question: Is this a Unicorn? Please ask and I will circle up with him for additional information. As always thanks to my ODT family for helping out with this one.

Ok, thanks for the additional info. He told me this is how he got the gun when he purchased it, but I will have to ask him about the holes mentioned.
 
Ahh ok I will tell him to remove the optic mount and take a pic of that. Will post additional when received.

Also I will ask about the conical brake, but he indicated everything he had was what came with it so I suspect he doesn’t have that but will confirm as well.
