Sometimes. Microwaves won't work with smart phones. It'll only work with "dumb phones" like the original Nokia.

Faraday cages don't block signals; they attenuate them. Depending on the situation (the phone itself, the signal strength, the microwave oven itself, and so on) it may or may not work.

The "Electromagnetic Pulse Resilience Action Plan" was setup years ago. Critical structures have EMF/ EMP shielding and the Govt (and maybe police) have EMP shielded back up comms. So having a phone or radio could really increase survivability.

It's also a good place to store a couple set of walkies. Just in case you have to travel, you'll have a way to communicate with family/ friends should you get separated. At the very least, you'd be able to tune into emergency broadcasts. Should an EMP event occur, the govt would broadcast info on common frequencies.
 
I’d suggest getting a pre-ban radio. More people worldwide use them still to this day and if comms go out it’ll be your best bet. Not only can you maintain comms with family/friends that have one, you can also get news from individuals worldwide.

The least of my concerns after an emp is what the government has to say.
 
Why would you worry about EMP for anything other than a small battery powdered fm radio?
nothing else is going to be working for years. My 2011 is EMP proof.
