He was going to his dispatch and picking up a box of fliers to put in mailboxes. He would go toss the fliers out the window then tell dispatch he had delivered them all and collect his paycheck. Go to the next dispatch and tell them the same thing. Instead of driving around all morning handing out fliers he just tosses the box and he's done.

Why wasn’t this guy shot then tied to the rear of the squad car, dragged around the Kroger parking lot for a few laps while honking the horn. Then hang him from a lamp post by the front door with a sign that says “We don’t like litterbugs round here!!!”
That’s how you let the rest of the public know YOU AIN’T PLAYING!!!

No, it's quite simple...the asshole works for Kroger and didn't do his job. Instead of distributing the flyers, he got paid and dumped the evidence.

My Mom used to deliver newspapers. It was more work when you have to stuff them with fliers and sale papers. One woman got fired after she was caught dumping the fliers in a dumpster.
