Have seen chains that got dinged up with rocks that would simply not stay on. A bent sprocket may be an issue as well.
Most of us have worked on something for a while have gotten to this point of frustration at one time or another. Just need to step away from it for a bit or have another set of eyes on it.
 
To install the throttle cable all you do is hook it up at the throttle paddle and zip tied along the frame do you get it back to the engine. Then have someone sit down or either put their hand on the throttle lever a paddle to the Full Throttle position. Then hook the cable to The Eccentric cam on the carburetor at the full throttle position. Then let off the throttle if it doesn't go all the way back to idle then just adjust a little bit at a time until you get to full idle position. That should get you where you need to be. You might have to adjust a little bit at the pedal to allow you to get to achieve full throttle. That will take out the slack and allow you to get to full throttle and full idle. A youtube video should help you out. It sounds a little easier than it is but the video will make it a lot more clear.
