Looks like the country was trying to use the post office to help reunite families/perform damage assessment post nuclear attack. Or, at least that was my take-away.
Individual states don't have the organization the post office does and assessments would come in piecemeal after an attack. Think about it. State of GA has no internal organization and has to rely in individual counties. Certainly the National Guard could be used but they are only in select cities and don't have the network the post office does.
