My neighbor inherited this rifle and was wondering what it is and if it's worth anything, or just a wall hanger.

It's engraved with fabrica de armas oviedo 1913...in great shape, so I'm guessing it's not original.

This is a Spanish M1895 Carbine made at the Spanish small arms factory in Oviedo. It would originally be in 7mm Mauser but many were updated to 7.62 Nato later in their service life. If you plan to shoot it I would verify the caliber before hand. Sadly the military collector value is detracted due to the engraving but it does look like it was done very well so you could possibly find a buyer. I would not be surprised to see it go for about $200.
 
Yes, Spanish Mauser, 1895 "cavalry carbine."

There should be 2 sling attachment points on the back end of the stock:
one on the flat of the left side of the butt stock, and another one just under the pistol grip wrist area --visible in this photo.

The barrel band up front should also have a sling loop on its left side, not visible in these pictures.

Were these guns, which were only made up until 1916, ever re- barreled into 308?
I know the next model, the next variant known as the 1916 Mauser was indeed frequently converted to 308 Winchester 7.62 x 51 mm in the 1950's and 1960's.

Is this one in its original 7 X 57 mm chambering?

It should be an excellent shooter, iron sighted hunting rifle, pick up toolbox gun, etc.
 
I doubt that you could find an original military wooden stock set, period-correct of approximately the same age, for anything less than $200,

and I wouldn't put that much money in this rifle. The would probably only be worth $300 -$350 if it were all original, and I'm thinking $200 to 250 in its current condition.

It would be a good candidate to have a gunsmith take off the rear sight and put a forward scope base there, to facilitate mounting of a low magnification long eye relief (LER) scope, which would make this gun fill the "scout rifle" role envisioned by Jeff Cooper!
