FFL Transfer Question

I’ve decided to do a pistol trade with a fellow ODT’er. We need to ship to each other. Can we ship directly to one another or do we have to ship to FFL holders? I may be wrong but I thought if it’s in state and a private party we can ship directly to each other.
Please advise.

Needs to go through FLLs on both ends of the trade. Only long guns can be shipped directly.

The GCA states “A person may transfer a firearm to an unlicensed resident of their state, provided the transferor does not know or have reasonable cause to believe the transferee is prohibited from receiving or possessing firearms under federal law.”

Where are you seeing that has to be “face to face”.

I never mentioned face-to-face.

The USPS doesn’t allow handguns person to person. That’s true. Doesn’t mean it’s not legal to do so, you just have to use a different carrier.

A contract carrier requiring it to go through an FFL doesn’t make it illegal. It’s their rule; not the ATF’s.

So the bottomline actually is… it’s perfectly legal to ship a handgun, person to person; in-state - provided you can find a carrier willing to do so.

USPS, FedEx and UPS aren’t the only possibilities out there.
 
The 3rd link you posted clearly states that a non license individual can ship directly to someone in their own state.

The other links are USPS regulations, not ATF rules.
