They either scrape as a bot pretending to be a search engine, or they have a secret arrangement with one of the search engines to mine the search engine's data.

I just finished a project doing a deep dive on Facebook. Even if you don't participate in FB someone you know does, and your personal information has been sliced, diced, and packaged by FB.

Truth, the CIA relies on FB for wfbhat is going on in Crapistan, because it doesn't have on the ground people there, and every user of FB is an "on the ground user" for it.
