It can be administered by any Triple Nickel holder. All three passing runs have to be witnessed by two current Triple Nickel holders.

Of course, there are often sky marshals on flights - or used to be.

I'd totally trust a sky marshal to save my hide if rounds had to be fired.

Anyone can shoot it that wants to, but in order to qualify for a coin you have to be in public safety (including local, county, state, and Fed LE), or the military.

Keep in mind that this isn’t an “official“ course of fire. It was developed by several firearms instructors with the FAMS, but is outside of the agency, using donations from current coin holders.

I don’t believe so. I think the stipulation is active duty military.
