If reschedule confirmed via pm, neg thier ass.
if they are a no show, that's an auto-neg. if they change their mind & cancel or re-schedule BEFORE the day of apptmnt, that's a bit more hazy, but I'd be more inclined to let that go. assuming everything is in PMs.
Everything is in in PM, we agreed to meet Friday at 5 and I messaged him on Thursday night to confirm and 2 more times Friday before hand and I haven’t heard anything

Even though anything can happen…. If he comes up with a good confirmation of an emergency, you could re-rate (?) .
But 36+ hrs past no show with no contact? I would go ahead and neg it.

we nhave people on here responding to adds wanting to buy today and if you message them back they never respond i have one guy that does that every time i post something he has no feedback new to odt
I do not respond to anyone with negative feedback unless they have a large number of positive feedback. I do respond to new members but they are on a short rope.
