lowers don't count towards multiple handgun reporting
I understand that a stripped lower is neither a rifle or pistol, but a dealer (to be left nameless) once said that there is a multiple rifle reporting requirement. I was hoping that a dealer would confirm or deny this.
I have bought multiple firearms on one 4473 and they never "reported"Now if you get the flippers involved the lowers will be $200.00 each.
Dealers......correct me if I'm wrong here, but don't you have to report a sale of this many guns at once to the ATF and not just let the 4473 just sit in your file? I've been told by other dealers that a multi handgun deal requires reporting, does this ring true with 10 lowers?

In a legal sense you absolutely have to.
In the great cosmic sense, it would be impossible because a lower having no barrel at all could never even have a short barrel
