I understand that a stripped lower is neither a rifle or pistol, but a dealer (to be left nameless) once said that there is a multiple rifle reporting requirement. I was hoping that a dealer would confirm or deny this.

Dealers......correct me if I'm wrong here, but don't you have to report a sale of this many guns at once to the ATF and not just let the 4473 just sit in your file? I've been told by other dealers that a multi handgun deal requires reporting, does this ring true with 10 lowers?

I have bought multiple firearms on one 4473 and they never "reported"

You would have to. If you built it first that would be illegal.. You do have to provide overall length on the form 1

Only "Handguns" are reported as multiples and it is sent to the local sheriffs office, except if it is a pawn redemption then no report.

In the great cosmic sense, it would be impossible because a lower having no barrel at all could never even have a short barrel
