Franklin Arms short barreled firearm with rifle buttstock but no ATF paperwork?

I don't think smoothbore would help, since then it would be an SBS (has a stock)... but who knows. My guess is that somehow it's still a 'pistol'.

It's weird as I thought smoothbore would be the possibility as well. What would be the other possibility? The ammo type? I'm curious if the pic is an accurate representation of the actual product, which also looks like it has their binary trigger.
 
It wouldn’t be a shotgun if it’s made to fire a single bullet, not a bunch of shot, right?

But I don’t think it is smoothbore.
Accuracy would be terrible .
People don’t want smoothbore guns in rifle calibers.
