Very nicely done and with the best intentions. You could build more and market them as mother-in-law suites. You would become a very wealthy man fast.
Think of all the happy son in laws that would protect you.Not sure I would survive that operation as I suspect after about 3 sales I would be a hunted man - by three very unhappy mother-in-laws!!
Its nice of you to think of these and design and build one, but.... A homeless shelter can't take/use something like that because they have to have staff "overwatch" (for lack of a better term), security. A lot of the folks who are in shelters aren't right in the head. They have to be watched to make sure they don't hurt the facility, themselves, or others, both from a moral and liability perspective. That is hard enough to do in big open bays, few have the space to set up a bunch of huts, and the homeless themselves don't have the interest/drive (otherwise they wouldn't be homeless).
Your cute little cabins would likely get defecated in, vandalized, or burned down in short order. Sorry to say.
But maybe someone setting up or expanding a camping area might find them useful?
The majority of the "homeless" are not in shelters for the reasons you described, let's face it, shelters can be a dangerous place. A homeless man I know was arrested for "urban camping" and had a set up very similar to this shelter you built. I wish there was an easy answer and someone who really needs your effort and could take advantage of your generosity. It is my opinion that if this was set up in an area where the street campers could use it a few would make it uninhabitable for the remainder. Your good faith efforts are acknowledged and i TRULY wish ad ODT'er would prove me wrong and find a place where your effort could be best appreciated by someone other than prostitutes and drug addicts making a convenient den out of your shelter. I have to ask where do you find pallets with such wide boards? The only ones I see are degenerated 1" x 4" and oiled 2" x 4"...
