Free lumber/building materials (yes, there's a catch)

The block walls are repairable. Dig back away from them, brace the framing above them and remove/replace the block walls with 12" block first, then transition back to 8" block once you get back above grade. Reinforce the cells every 4' with concrete and steel rebar if the backfill is a lot. Waterproof the new walls and install adequate drainage.
I may be wrong, but I would say that having a building on your property with a solid foundation should contribute significantly to your overall appraisal since it's considered a permanent structure, I.e. an In-Law suite.
 
I'm I the only one thinking the OP has an indoor shooting range, for as long the the building as structural integrity?
