I agree- definitely debatable.. I always assume that anyone who would make a purchase like this would abide by the BATFE Form 1 requirements, prior to installing a stock. At the end of the day this is just a part that anyone could order at any point from an online retailer, or brick and mortar. A friend did point out that this could be potentially viewed as “constructive intent”- which I can plainly see. BUT, I wouldn’t attach the stock without securing a Stamp- I hold other ODT members to the same standard of ethics, as the member agreement plainly states.
