So whats up with all the folks mentioning the "essential travel" papers that were issued. Is that bs or just being proactive?

I suspect the latter. I know some people have received email stating that IF a lockdown order is issued things are in place to get travel papers for essential personnel. A modified "HALL PASS" if you will.
