I think it's parental neglect and will develop into criminal child cruelty in the future...
... but if the parents are going to sacrifice their child's future this way, at least I want some benefit to come of it.
Therefore, I hope they keep careful notes and document this kid's development to see if the kid eventually aligns with one gender and conforms to that gender identity.

Of course chances are the idiot liberal snowflake parents would just say that somebody who had knowledge of the kid's biological sex (genitalia) failed to act in a gender-neutral non-binary way towards the child at all times, thereby polluting the experiment and pushing the kid in the direction of one gender.
